Key Points

• This bill asks the government to study how to make more drug ingredients in the United States. Currently, many of the raw materials used to make medicine come from foreign countries that might not always be friendly to the U.S.
• The Centers for Medicare and Medicaid Services would have one year to write a report for Congress. This report would look at ways to use government spending to support local factories and protect them from unfair competition from overseas.
• The report might suggest setting minimum prices for American made ingredients so they can compete with cheaper foreign products. It could also recommend that the government prioritize buying medicine made with U.S. materials whenever possible.
• The bill requires the government to find out where our drug ingredients are actually coming from. Right now, there are gaps in the data about who owns the companies that make these materials and where they are located.
