Reintroduced from H.R. 7151 (118th), which died when its Congress ended.
This bill makes it faster and easier for the government to put foreign companies on a trade blacklist called the Entity List. This list stops American businesses from selling sensitive technology or goods to foreign groups that might hurt national security.
The bill requires a special committee to vote on whether to add or remove a company from the list within 30 days of a proposal. Currently, these decisions can take much longer, which lawmakers worry allows bad actors to continue buying American goods for too long.
If a company is added to the list, the government will automatically assume any request to sell them goods should be denied. This makes it very hard for blacklisted companies to get American products unless the committee specifically votes to allow a certain sale.
The plan ensures that every member of the review committee has an equal vote. It also prevents the committee leader from overriding the group's decision, making the process more balanced among the different government agencies involved.
