Reintroduced from S. 3432 (118th), which died when its Congress ended.
This bill would change old laws that currently stop foreign ships from digging out or deepening U.S. waterways. It would allow ships from NATO countries and other major allies to do this work in the United States.
The goal is to make it easier and cheaper to maintain our ports and harbors. By letting more companies compete for these jobs, the government hopes to finish port projects faster and save money for taxpayers.
To qualify, a ship must be registered in a NATO country and built by a NATO member or a major ally. Also, most of the people who own and run the ship must be from a NATO country.
The bill also changes rules about how the dirt and sand dug up from the water floor are handled. It removes certain transportation restrictions on this material to help projects move along more quickly.
