This bill tells the Federal Trade Commission to start a deep investigation into how oil and gas companies set their prices. The goal is to find out if these companies are working together to keep prices high or using unfair tactics to make more money from drivers.
The investigation will look at whether companies are spending their money on things like buying back their own stock instead of producing more fuel. It also checks if they are purposely slowing down the delivery of gas to keep the supply low and prices high.
The government will also check if oil companies are trying to block people from using electric cars or other types of fuel. This part of the study looks at whether big oil is making it harder for new technology to compete in the market.
To get the job done, the bill gives the agency 15 million dollars a year and lets them hire up to 50 new staff members. They would have to report what they find to Congress every year for three years and suggest new laws to keep gas prices fair.
