This bill creates a seven-year test program that lets local, state, or Tribal governments pay the Postal Service to change ZIP Code boundaries. Currently, the Postal Service often denies these requests if they cost too much money to carry out.
If the Postal Service turns down a ZIP Code change only because of the cost, they must tell the local government exactly how much it would cost to fix. The local government then has at least 30 days to offer to pay that amount using their own money, property, or services.
If a local government agrees to cover the full cost of the change, the Postal Service is required to accept the deal and update the ZIP Code boundaries. This helps communities that feel their current ZIP Code does not match their actual location or causes problems with local services.
The Postal Service will have to send annual reports to Congress showing how many requests they received, how many were approved, and how much money local governments paid to make these changes happen.
