• This bill creates a trade of land and mineral rights between the federal government, the Crow Tribe, and a private trust. The goal is to move rights to minerals located inside the Crow Reservation back to the Tribe.
• The Hope Family Trust will give about 4,660 acres of mineral rights to the Crow Tribe. In exchange, the federal government will give the trust about 5,470 acres of land and mineral rights in the Bull Mountains area of Montana.
• The United States will hold the Tribe's new mineral rights in a special trust for them. Because of this arrangement, the state of Montana will not be allowed to tax any money the Tribe makes from these minerals.
• Before the trade happens, the Tribe and the Hope Family Trust must agree on how to share future money made from the Bull Mountains land. This ensures both groups benefit if the land is used for mining or other development later.
• This law will not change the Tribe's ability to get other federal services or programs. The Tribe and its members will still receive all the normal support they are entitled to from the government.
