Reintroduced
Reintroduced from S. 1960 (118th), which died when its Congress ended.
The bill requires the government to create a list of foreign people who commit human rights abuses against LGBTQI individuals. This includes actions like torture, kidnapping, or holding people in jail without charges because of their sexual orientation or gender identity.
People on this list would be banned from entering the United States. If they already have a visa, it would be canceled. If they are already in the country, the government would take steps to remove them.
The list of names would be updated every six months and shared with the public. The President can keep some names private only if it is necessary for national security interests.
The State Department would have to track violence and discrimination against LGBTQI people in every country. This information would be included in annual reports that help the U.S. decide how to handle foreign relations.
There are exceptions for national security or if a person needs to visit the United States for United Nations business. The President must tell Congress why any exception is being made.
