Adds the city of North Las Vegas and the local Apex Industrial Park owners group as official parties in the Apex land transfer law.
Lets the city and/or the owners group (not just Clark County) receive certain land transfers and handle related site actions, alone or together.
Allows the federal government to sell dirt, sand, gravel, and similar materials created by grading work at the site at fair market value, without a bidding process.
Says land transfers and right-of-way permits at the Apex site must still follow federal environmental review and public-land rules, including required environmental assessments.
