• The bill creates a financial incentive for companies that install grid-enhancing technologies (GETs) like advanced sensors, software, and hardware that make existing power lines work better. Companies would get back 10 to 25 percent of the money their upgrades save over three years, but only if the savings are at least four times the cost of the investment.
• All power grid operators would be required to submit annual reports detailing where electricity congestion is happening and what it costs. Any constraint costing more than $500,000 must include details about its cause and the next limiting equipment. FERC and the Department of Energy would use this data to create a publicly available map of congestion costs.
• The Department of Energy would create an application guide and clearinghouse of past projects to help utilities figure out how to use grid-enhancing technologies. The bill authorizes $5 million for the first year and $1 million per year through 2036 to fund this technical assistance program.
• FERC must evaluate whether the shared savings incentive is still needed between 7 and 10 years after it is created. The review must consider how the incentive aligns with FERC Order No. 1920, which already requires grid-enhancing technologies to be considered in long-term regional transmission planning.
• The incentive only applies to new installations. Technology already in place when the bill becomes law is not eligible for the shared savings program, preventing companies from claiming rewards for upgrades they have already made.
