Key Points

• This bill would eliminate or reduce the annual registration fees that small medical device companies pay to the government. For the first three years, eligible small businesses would pay nothing. For the following two years, they would pay half the normal fee.
• To qualify for the discount, a company must have fewer than 20 full-time employees. This count includes all workers at the company and any of its partner organizations. Companies would need to prove their size using tax returns or payroll records at least 60 days before fees are due.
• Foreign companies would be completely barred from receiving these discounts. Instead, any medical device business owned by a foreign entity would have to pay eight times the standard registration fee to operate in the United States.
• The plan aims to help very small American startups get started by removing expensive government costs. It also seeks to give American companies a competitive advantage by making it much more expensive for international firms to register their products.
