• This bill creates a test program that lets NASA team up with private companies to pay for shared projects. These projects include things like fixing roads or building pipelines at NASA centers that both the government and private space companies use.
• Private companies can choose to give money for specific repairs or new construction. NASA must give these companies clear estimates on how much the work will cost and how long it will take. If there is money left over when a project is finished, NASA has to give it back to the company.
• The goal is to speed up improvements at space centers by using private money instead of waiting only for tax dollars. NASA is not allowed to force companies to pay for these projects just to get other business deals or leases at the centers.
• NASA will have to report to Congress every year about how much money was spent and how the projects are going. This program is scheduled to end on December 31, 2031, unless Congress decides to extend it later.
