• This bill stops the government from detaining or deporting Vietnamese citizens who have lived in the U.S. since July 12, 1995, or earlier. It protects people who arrived before the U.S. and Vietnam restored full diplomatic relations.
• People covered by this law would be allowed to work legally in the United States. The Department of Homeland Security would be required to give them work permits and official employment papers so they can support themselves.
• The government must send a notice to everyone affected by this change within 60 days of the law passing. This notice will explain how they can reopen their old immigration cases to try to stay in the country permanently.
• There are two main exceptions to these protections. The government can still deport someone if they are a threat to national security or if another country is asking for them to be sent back for a crime through extradition.
• If the government breaks these rules, affected people or groups can sue in federal court. The bill specifically allows for class action lawsuits to make sure the government follows the new law for everyone involved.
