• For the first year after enactment, the Department of Energy would be banned from giving any financial assistance to investor-owned utilities that raise residential electricity rates above what they charged on January 1, 2026.
• If a utility is already receiving federal money and raises rates during that first year, the Secretary of Energy must cut off that funding immediately.
• During the following two years, utilities that raise rates can still get federal aid — but only if they also cut the total pay of their five highest-paid executives. For every percentage point they raise rates, executive pay must drop by double that percentage.
