• The bill bans the sale of products labeled as e-bikes that don't actually meet the definition, including those designed to be easily modified to exceed speed limits or those marketed for off-road use without working pedals.
• The bill authorizes $2.5 million per year from 2027 through 2031 in grants to state, local, and tribal governments and emergency services to improve e-bike accident data collection, train personnel, and run public safety education campaigns.
• The CPSC must conduct and publish an analysis of e-bike crashes, injuries, and fatalities from the past five years, broken down by rider age and device type. Ongoing safety studies would continue at regular intervals after the standard takes effect.
