Key Points

• This bill allows local police departments to use federal grant money to pay for recruits to attend training academies or college programs. Currently, these grants are often limited to hiring costs rather than the actual schooling required to become an officer.
• To qualify for the funding, recruits must promise to work for a local police department near where they live for at least four years. This is intended to help departments hire people who already know and live in the neighborhoods they will be patrolling.
• Recruits must have lived in their area for at least five years. They must work at a department within 7 miles of their home, or within 20 miles if they live in a rural county with fewer than 150,000 residents.
• If a recruit does not finish their four years of service, they will be required to pay back the money used for their training. The government may waive this requirement in special cases, such as medical emergencies or other major life events.
• The Justice Department will track how many recruits use this program and how many stay with their local departments over time. This information will be reported to Congress every year to see if the program is helping with police staffing shortages.
