Key Points

• The bill transforms Health Savings Accounts (HSAs) into "Health Freedom Accounts" and removes the requirement that you must have a high-deductible health plan to open one. Anyone could open and contribute to these accounts regardless of their insurance type.
• Contribution limits jump dramatically to $12,000 per individual or $24,000 for married couples filing jointly. People age 55 and older get an extra $5,000 catch-up contribution on top of that.
• The accounts could pay for a broader range of medical expenses, including direct primary care arrangements, health care sharing ministries, and medical cost sharing organizations, plus health insurance premiums.
• Five years after enactment, newly hired employees would lose the tax-free treatment of employer-provided health insurance. Instead, employers could contribute tax-free money into the worker's Health Freedom Account.
• The bill also removes the restriction on transferring money between accounts, allowing rollovers to any other Health Freedom Account within 60 days of a distribution.
