• This bill sets a limit on how much immigration detention centers can charge for items in their stores. For essential goods like soap, toothpaste, and diapers, the price can only be 5 percent higher than what the facility paid for them.
• For other items, the price increase is capped at 35 percent. The bill also bans extra service fees and prevents companies from giving kickbacks or sharing profits with the government from these sales.
• If a person is overcharged, the facility must pay them back. If the person has already left the facility, the extra money goes into a new Detainee Welfare Fund to pay for things like books and electronics for others in detention.
• The Director of U.S. Immigration and Customs Enforcement must send reports to Congress every 90 days. These reports will show the costs of items, the markups used, and any times the rules were broken.
