This bill would let workers take a one-time cash payment from their workplace commuter benefit accounts. These accounts usually hold pre-tax money that can only be used for things like bus passes, train tickets, or parking.
Many people stopped commuting during the pandemic and ended up with large amounts of money stuck in these accounts. Currently, that money is often lost if it is not used for travel or if the worker leaves their job.
If this becomes law, you could withdraw an amount up to the highest balance your account had between March 2020 and the end of 2023. You would have six months to request this payment after the bill passes.
The money you take out would be counted as regular income. This means you would have to pay taxes on it, unlike when you use the money for its original purpose of commuting.
