This bill targets "use it or lose it" spending, where government agencies rush to spend leftover money before the budget year ends. It aims to stop wasteful last-minute purchases that agencies often make just to ensure they receive the same amount of funding the following year.
Agencies would be banned from spending more in the last two months of the fiscal year than they averaged during the first ten months. This forces departments to spread their spending out more evenly instead of saving it for a year-end shopping spree on things like new office furniture or equipment.
To keep things transparent, every agency would have to post a public list online showing exactly what they spent money on during those final two months. This allows taxpayers to see if the government is buying unnecessary items just to empty its bank account.
Important exceptions are included for national security and disaster relief. If there is a military need or a major natural disaster, agencies can still spend whatever is necessary to keep people safe without following these new timing limits.
