Congress would require the Interior Department to bring back an older rule that lets certain fish farms kill double-crested cormorants that are damaging their fish.
The restored rule would have to be reissued within 1 year, and it would be set up the same way as the version that was in place on January 1, 2016.
It would expand where the rule applies by adding 12 states, including California, Illinois, Michigan, Ohio, Pennsylvania, and Wisconsin.
It would also expand who can use the rule by including state-licensed private lake managers and pond managers, not just the groups covered before.
For people living near fish farms or private ponds, it could mean more bird control activity aimed at protecting stocked fish, alongside wildlife concerns.
